Koh Rong, Koh Russey and Koh Dek Koul

Koh Rong and Koh Russey, two beautiful island destinations popular with tourists who are drawn by eco-tourism and the tranquil beaches, have been leased for development to local and international investors. The leases are for a 99 year period.




According to an agreement, signed on February 28, 2008 by Minister of Commerce H.E Cham Prasidh and investors, the island of Koh Rong had been licensed to Royal Group’s Oknha Kith Meng. Koh Russey Island has been signed to Singapore-based developers CP Star. Currently, no capital investment estimates for the Koh Rong development have been given; For Koh Russey, development is budgeted at US$48 million.

"A committee coordinator will soon be appointed for the Koh Rong project and building at the international resort on Koh Russey will commence shortly," said Suon Sithy, secretary general of the committee for


investment in Cambodia. "After the signing ceremony, the Royal Group has 18 months to liaise with the Ministerial Committee to create a master development plan for Koh Rong."

"The entire Koh Rong Island has been assigned to the Royal Group Company, while only 73 hectares of Koh Russey's total 173 hectares have been license to CP Star," he said.

Mr. Etinne Michel Chenevier is a French investor and Chairman of CP Star. "We will build a modern natural resource and international resort on Koh Russey. We start construction on a hotel and motel very soon," he said.

The islands are just two of the eleven islands from the twenty two available Sihanoukville islands which the Royal Government of Cambodia has licensed to private investors.

Koh Rong is located 44 km from Sihanoukville's International Sea Port, its total area of 7.800 ha making it the second largest island in Cambodia. Currently, it is a virgin island covered by a picturesque natural landscape, full of wildlife and deserted beaches. Not many people venture there. It takes two hours to walk from one side of the island to the other.

Koh Russey, or Bamboo Island, is much smaller. It lies 10 km offshore from Sihanoukville and is a popular destination for visitors interested in island and beach life. It features clean egg-colored sandy beaches and a lush green jungle interspersed with fruit trees and a coconut farm. Before 2000, the island was home to the Cambodian Navy who were deployed in protecting the waters around Sihanoukville.

Today, visitors are still able to see some artillery guns which remain on Koh Russey's peaks. The island was transformed from a military zone into an eco-tourism destination. Currently, there are a few restaurants and many Banga-lo or Kios rooms which visitors can rent from around $10-$15 per day. Access is via boat from O'Chheuteal or Ha-wai beaches, the round trip costing approximately $25.

With the exception of Koh Dek Koul and Koh Pos islands, there have been no reports on development on the other islands off the Sihanoukville coastline.

"Since the Government issued development licenses, I have not received any progress news on the other projects as yet," an anonymous source at the Ministry of Tourism said.

"Koh Dek Koul and Koh Pos are Russian investments and construction beganwith different development companies; The Koh Dek Koul is a Snake House investment. "Koh Dek Koul Resort has now opened its elegant unique accommodation, catering for guests since the end of 2007.
